大家下午好!我叫丁相東，是臨沭縣白旄鎮司法所所長。今天，我應張校長的邀請很榮幸來到這里和大家共同學習和探討小學生應當了解的法律常識，以便同學們在今后學習和生活中有所幫助。

同學們，大家通過聽老師的講課、看電視等形式學習了一些法律知識，但你們是否想過每個人日常的一言一行必須受到法律的約束，誰有了違法行為就要受到法律的懲罰。

這就引出了我們今天要講的主題，即什么是法律?法律是一種約束人們行為的很復雜的社會規范。我們今天不討論法律的復雜性，只學習一些與大家日常生活、學習息息相關的一些最基本的規定。因此我們簡化法律的定義，法律就是大家共同約定，需要大家共同遵守的，貫穿在人們的衣、食、住、行等方面的行為規范。具體到我們小學生，《小學生日常行為規范》，《學校財務管理》等等都是管理我們學習生活的法律，如果那個同學不遵守而打架打傷了同學或損壞了公物要受到老師的批評或賠償。

我們常常聽到遵紀守法或違紀違法等詞句，那么，什么是違紀違法呢?簡單的說違紀違法行為就是違反學校紀律或國家法律規定的行為，也就是學校紀律或國家法律明確規定禁止的行為，如要求我們愛護學校財物，團結同學，不能去偷盜和損壞學校財物，不能去亂罵和欺侮毆打同學。因此我們知道違紀違法是不好的行為，大家要遠離違紀違法行為。但怎么才能遠離違紀違法行為?首先要通過學習知道哪些行為是屬于遠離違紀違法行為，了解一些與日常社會生活密切相關基本法律常識，進行法制觀念的啟蒙學習，逐步培養同學們分辨是非的能力，樹立正確的審美觀，學會辨別美丑、善惡，學會用法律武器保護自己，從小養成遵紀守法的好習慣，為你們將來成為合格的公民打好基礎。

同學們，你們是祖國的未來，是將來社會主義經濟的建設者，也是中華民族文明傳承的生力軍，學習法律知識是你們德、智、體全面發展和健康成長的需要，只有學法，才能知法、懂法，才能運用法律武器來保護自己，維護自己的合法權益。

首先，學好法律才能做到知法、守法，增強自己的法律意識和法制觀念，知道什么是合法，什么是違法，用法律來約束自己的行為，正確適用法律對待和處理自己周邊的糾紛，從而保護自己的合法權益，防止違法犯罪，真正做到知法、懂法、守法、x。在我們辦案當中經常遇到有的學生觸犯了法律，卻不知道自己的行為已經違法，等受到了法律的制裁才后悔莫及。下面我就給位同學講兩個真實的案例：

案例一：我縣某村小學學生張某某，男，13周歲，就讀六年級，平日在學校不好好學習，仗著自己個頭比別人高，經常在學校橫行霸道，同學們對他總是避讓三分。一次他在村里閑逛時，覺的口淡，很想吃一點村門市部里買的那些垃圾食品類的小吃，可自己沒錢，于是他便模仿起x里x收保護費的樣子強行向一位二年級的學生馬某索要錢，馬某懼怕張某某打他，便給了張某某一元錢，張某某拿著這也一元錢去買小吃了。就這樣，張某某想吃小吃時就會向低年級的同學強要，時間長了，嚴某某行為便引起同村不上學的小混混買某、沙某的注意。買某、沙某見張某某有著在學校當老大的天分，便熱情邀請嚴某某跟著他們混，張某某想，“這下自己有了靠山，今后可以更加的耀武揚威了?！庇谑潜愦饝速I某、沙某，些后張某某在學校里更在趾高氣揚，隨意欺侮同學們。每天一放學就到去找買某、沙某玩，漸漸的也學會了抽煙、喝酒，逃課等惡習。有一次，買某、沙某問張某某：“最近手頭困難想去縣城偷點東西賣錢花敢不敢去”?張某某認為買某、沙某平日里很照顧自己夠義氣，是鐵哥兒們，自己去了不偷東西，頂多去看看，而且能吃到好吃的，就答應一塊去。買某、沙某領著張某某去縣城，看上了一家手機店擺放在柜臺里的手機，當晚由張某某在店外把風，買某、沙某破門入室從那兒偷了價值8000元的手機，第二天以700元的價格買給了一過路人，三人將700元錢用來買煙、喝酒、很快揮霍一空。但警察也很快偵破了此案，來到學校將張某某帶去派出所調查，經審訊，張某某對犯罪事實作了如實交代，卻絲毫不知自己的行為的嚴重到已經觸犯了我國的《刑法》構成盜竊罪，還認為自己站在門外沒進去，沒偷店里的手機，僅僅跟著買某、沙某去玩了一趟，吃了些他們買來的東西。后來買某、沙某經審判均被法院判處有期徒刑二年六個月，張某某因未到法定的刑事責任年齡而被檢察院做出了不起訴處理。張某某在此案中構成了共同犯罪，雖然因達不到刑事責任年齡未被判刑，但在很長的一段時間里，這次偷盜行為會或多或少影響到他今后工作和生活，而且僅僅吃了點嘴而他爸爸給手機店賠償了2600多元，媽媽因此事羞于見人生了一場大病好久不能勞動。這就是一個典型的青少年不懂法律而造成的犯罪行為，是張某某愛吃嘴以及所謂的哥兒們思想害了他。

第一幕：破塵

時間：太陽初升之時

地點：羽族祭壇

沐塔：（身著羽族服，手舉羽之信物）按我羽族規，十年守陵期已到，今日我羽族將推選出一位新族長，繼承大統！

[此時此刻，祭壇外森林中，一裘紫衫之人急急穿過。]

沐塔：我沐塔，身為羽族祭司，自當擔起此重任，領導羽族走向昌盛

谷尉：沐塔！你這么做，千赟族長不會饒了你！

沐塔：（氣憤地）谷尉，你休得胡說，千赟族長已經長眠了！

谷尉：我羽族族長的位子，怎可讓你這妖女玷污了！

沐塔：谷尉，你別不識好歹，本族長念你是二朝老臣，年紀又大了，才留口飯給你吃！你

谷尉：（仰天大笑）你這妖女，竟稱自己為本族長，你也配

[祭壇上的人群議論紛紛，對沐塔指指點點。沐塔氣急敗壞地射出一枚毒箭，直擊谷尉胸口處！]

第二幕：那時明月

谷尉：（慌張地）哥哥，不好了，風族大軍已攻到羽族宮殿門口，在那叫族長出去迎戰呢！

谷尉：哥哥！

谷橋：谷尉，我們都知道是沐塔那個妖女勾結風族，又使我羽族多人叛變才鬧成今日局面，羽族一敗難逃了。如今唯一的辦法便是把我的容貌變成族長的模樣，與風族開戰，你找幾個親信把真族長送到凡間去，寫一封血書告訴她十年守陵期一過，沐塔定會篡位，在這十年之中，修煉功力，十年一過，立到羽族祭壇來奪回族長之位！

[谷尉含淚寫完血書，交由谷橋過目，谷橋看后，滿意地一笑。]

谷橋：谷尉，你要記住，沐塔要的是族長之位，他日在族長未趕到之前，你就算拼了性命，也要阻止沐塔登上寶座！哥哥我去了！

[谷橋變成了族長的模樣，走出殿外]

第三幕：再戰！

[就當毒箭快要射入谷尉胸口時，一柄飛鏢與毒箭碰在一起，雙雙落地。眾臣看往飛鏢發出之處，無不吃驚。]

谷尉：（流淚跪下）千赟族長歸來，老臣恭請族長上寶座！

沐塔：（瘋狂地叫）千赟已經死了！她，她是假的！我才是羽族族長！

千赟：我的子民們，想必已經知道了沐塔的陰謀，可憐谷橋將軍為了我，為了羽族，替代我進了墳墓，如讓這個妖女登上族長之位，天理不容！

[人們議論紛紛，人群中一個曾經叛變的族人站了出來。]

那個族人：沐塔，十年來，我們可看透你了，你就是一個勢力、陰險、狡猾的小人，真后悔以前跟了你！

谷尉：恭請千赟族長上位！

[人群跟著高呼恭請千赟族長上位！]

沐塔：我，我把你們都殺了！

[不等沐塔出手，千赟已射出綾帶，把沐塔牢牢綁住了。]

_、彭清華書記對做好新形勢下黨辦工作的要求，是指導當前和今后一個時期我市黨辦系統工作的根本遵循和科學指南。對于我市各級黨辦系統的廣大干部來說，必須把_的“五個堅持”、彭清華書記的建設“四個模范”作為自己的座右銘和今后的工作指南，堅守崗位，做好本職工作，努力建設一支政治強、素質高、作風實、形象好的干部隊伍，在踐行群眾路線中爭當表率。

第一，只有不斷增強政治意識、大局意識，才能始終堅持黨辦系統工作正確的政治方向。

黨辦系統是直接為黨委服務的綜合辦事機構，講政治講大局是第一位的要求。要做好市委辦的工作，每一個干部都要始終堅持正確的政治方向，對黨忠誠;必須始終把握大局，做到從大局出發、以大局為重、為大局服務;必須始終堅持原則，把講政治講大局的要求落實到辦文、辦會、辦事的各個環節。

一是要培養堅定的政治信念。有位哲人講過：“沒有高尚的人品作底子，從政肯定就要摔跟頭?！睂κ形k的干部來講，高尚人品的第一要素就是信念堅定、忠誠可靠。我們要切實加強自己的政治修養、品德修養，還要嚴格遵守政治紀律，該講的話、不該講的話，心里面要清清楚楚。有利于大局、有利于團結、有利于穩定的話多說，不利于大局、不利于團結、不利于穩定的話一句也不能說。

二要堅決執行上級黨委決策部署。進一步強化紀律特別是政治紀律意識，堅決執行上級黨委決策部署，以高度的政治責任感和使命感來保證政令暢通，確保上級黨委的決策部署在市委辦得到徹底的貫徹執行，不打絲毫折扣，切實把市委辦建設成為堅決執行上級黨委決策部署的堅強堡壘。

三要以“五個堅持”為工作的基本遵循。要把本職崗位作為干事創業的難得平臺，以_提出的“五個堅持”武裝頭腦、指導工作、改進作風，圍繞提升履職能力和工作水平，大力增強優質服務、開拓創新、統籌協調、務實高效、和諧團隊的意識，盡職盡責，努力打造一支政治素質一流、工作能力一流、精神境界和道德情操一流的黨員干部隊伍，更有成效、更高水平地推進辦公室工作。

第二，只有不斷強化求真務實的工作作風，才能優質高效地做好辦公室各項工作。

一個部門的形象，好在作風、壞在作風;一個干部的生長，上進在作風、退步也在作風。作為在我市黨政軍各機構運轉中最核心的市委辦，必須圍繞中心、服務大局，進一步加強和改進機關工作作風，堅持實事求是、求真務實的作風，開創辦公室工作新局面。

一要履行嚴守黨的秘密的義務。黨委辦公室是整個黨委工作的“參謀部”，也是各項政策和各種信息發布的“司令部”，對黨忠誠、嚴守黨的秘密，做到守口如瓶、防意如城非常重要。作為市委辦的干部，不僅要自己嚴守黨的秘密，也要教育和督促其他同志嚴守秘密。

二要樹立“沒有任何借口”的理念。辦公室的工作上承下聯，地位非常重要，位置無可比擬，任何借口和拖延都會影響工作，都會拖后腿。因此，我們要大力弘揚“求真務實、真抓實干”的作風，按照“做官就要做事、做事就要盡責、盡責就要見效”的要求，把找借口的時間和精力全部用到努力工作、迅速行動、有效執行上，做好每一項工作，抓好每一件事情，形成“說實話、使實招、求實效”的實干氛圍。

三是要養成嚴謹細致的習慣。辦文、辦會是辦公室的基本職能之一，尤其是公文的辦理，事關我市發展全局，必須做到細微之處見精神、見境界、見水平。黨委辦公室的工作責任重大、職責重要，在辦文、辦會中稍有不慎就會“差之毫厘，謬之千里”，甚至釀成笑話或者原則性錯誤。由此可見，黨辦系統的干部必須認真嚴謹、細致耐心地做好，要精益求精，確保零差錯、零失誤做好每一項服務工作，抓好每一個工作細節。

第三，要做“五個堅持”和“四個模范”的主動學習者、自覺實踐者和模范貫徹者。

全市黨辦系統的干部要以“五個堅持”為標桿，以“四個模范”為要求，把學習貫徹講話精神作為辦公室干部隊伍建設的思想武器，在思想上筑起牢不可破的意志防線。

一是深入開展好黨的群眾路線教育實踐活動。當前，市委辦的教育實踐活動已經進入整改落實、建章立制環節，要結合教育實踐活動的開展，認真對照檢查，查找政治品格、大局意識、工作作風、奉獻精神、道德情操等方面存在的差距，不斷深化作風建設，自覺肩負起黨和人民交付的重任，忠誠履職、積極進取、任勞任怨、務實創新，圓滿高效地完成各項工作任務，為全市改革發展穩定事業作出新的貢獻。

二是加強廉政建設。要按照_的要求，筑牢思想防線，牢固樹立正確的世界觀、人生觀和價值觀，加強黨性修養，堅持廉潔自律的道德操守，守得住清貧，耐得住寂寞。同時，要謹慎交友，自覺凈化自己的朋友圈子，時刻警鐘長鳴，決不能用辦公室的牌子搞關系、打著領導旗號辦私事，借工作之便謀私利。

三是注重干部隊伍建設。要堅持用事業、用感情、用機制進人、留人，樹立正確的用人導向，注意選拔那些靠得住、有本事、作風好、成績突出的優秀干部，把他們放到重要崗位上。要堅持把治理“庸、懶、散”問題作為加強干部隊伍建設的突破口，以治庸提能力、以治懶增效率、以治散正風氣，使每個黨員干部真正把心思凝聚到干事創業上，充分發揮領導機關應有的表率作用。

四是實施“踐行五個堅持，爭創四個模范”主題活動。通過“九個一”活動，即舉行一次學習座談會、每月一期板報、開展一次主題演講比賽、每名市委辦干部寫一篇學習體會文章、在《梧州日報》開設一個學習專欄、舉辦一次學習研討班、每月開一次講認真重細節糾錯例會、開展一次現場教育活動、對全市黨辦系統干部進行一次業務能力輪訓，讓廣大黨辦系統干部尤其是市委辦的干部把_、彭清華書記的重要講話精神入心入腦，堅持學以立德、學以得法、學之精髓、學以致用和知行合一，不斷提高“三服務”工作質量和水平，為全市經濟社會發展再立新功。

【社會實踐目的】在當代市場經濟的大背景下，如何把自己手中有限的資金花得合理等值理性已經成為了人們日益思索的一個問題。我們大學生作為一個龐大而特殊的消費群體，更是對這個問題有著自己特殊的見解與體會。自從我們踏入大學校門的那一天起，我們離開了父母，開始了真正意義上的生活自理。不同于其他社會消費群體的消費心理和行為以及消費觀念的超前和消費實力的滯后，這些都對大學生的消費觀念產生了很大的影響。其中個人消費作為日常生活中的一個重要組成部分，自然也就成了人們所關注的重點。為了更好地了解和分析當代大學生的消費情況，我們選取了這一主題展開了問卷調查。

【社會實踐時間】2013.11.20___2013/11/27【社會實踐內容與收獲】隨著改革開放的進一步深化，我國的經濟實力、綜合國力不斷增強，人民生活水平不斷提高，消費問題顯得尤為重要。伴隨著高校的不斷擴招，從1998到xx年，短短7年，中國大學生僅總數就從108萬激增到xx多萬。大學生人數大幅度增加，愈加作為一個特殊的消費群體出現。同時大學生在同齡人中是文化知識水平較高、思想道德素質相對較好的群體，具有表率和示范的作用。他們既具有青年前期的年輕人消費觀的新變化，又具有不同于同齡人的消費觀。重視大學生消費的新變化，引導大學生樹立正確消費觀，不僅有益于大學生的健康成長，也將會對社會消費的正確引導起到良好的示范作用。因此全面細致地了解大學生的消費狀況已成為高校思想道德教育工作中不可缺少的一部分，而正確引導大學生的消費觀則成為用社會主義榮辱觀教育大學生的重點。

左右。在他們班的學生當中，超過35%的學生擁有電腦、約60%的大學生擁有手機，因此網絡與通信費用支出較以往在大學生的消費支出中占據了更大的份額。

調查表示，在中國，一向都是“再窮也不能窮孩子”，孩子考上大學了，就要錢給錢，要物買物，這不僅導致部分家庭財政透支，還容易使孩子養成大手大腳花錢、貪圖享樂的壞習慣。他的研究發現：大學生消費中的趨同心理、攀比心理。大學生的消費心理由于所處的環境以及他們由于自身的群體化特征，往往采取與大多數人相一致的消費行為，多數同學在消費過程中“從眾”性較強，這也就是大學生消費時的“趨同心理”。趨同心理表現為消費者看到別人購買某種物品時，哪怕這一物品自己本身并不那么需要，也會隨大流購買，以保證自己與群體的一致性。而趨同心理如果不加以正確的引導就會發展成為攀比、炫耀心理，攀比、炫耀心理實際上是一種超越自我價值的自我虛構，表現在對物質生活的高欲望——追名牌、追流行。許多大學生就是這樣以擁有各類名牌(而不是用優異的學業或特殊的才華)作為炫耀的資本！

總結：我們發現目前同學們的消費重點較過去發生了很大的變化，在整個消費結構中人際消費戀愛消費所占比重過大，成為消費大頭，電子產品消費也逐步上升。而學習之初伙食費支出相對下降，雖然同學總體消費偏低，但是消費結構內部出現不平衡，根據問卷調查情況有以下各項消費支出總額與其所說的總消費支出兩者并不一致，從側面反映出同學對自己平日開支沒有數。

這個寒假，我走進了****刑庭，進行了為期不長的兩周的實習。

雖然以前在專業老師的帶領下也參加過刑審，但這一次，卻是如此真實地深入到庭審的背后，期間，我的實習主要有以下內容：旁聽；填寫公安卷；發送達回證及判決書；裝訂檔案；打執行通知書及結案審結表；幫助書記員整理卷宗；查閱及復核卷宗。

下面我來分享一下我的實習收獲及感悟：

同時，我還發現，刑庭的電腦里面存有很多法律條文以及對應案件的資料，這在法庭是很方便的，真的大大提高了法庭工作的效率。并且在以后的工作中這個“作戰武器”是大有裨益的。

法院的每一項工作都牽動著雙方當事人及其利害關系人的心，他們每一雙注視焦急的眼睛都注視著事態的進展。作為一名法院的工作人員，包括我這樣的實習生，都深深地感到身上肩負起的責任。面對一件案情簡單的案件要作出一個判決或者裁定也許并不難，在電腦上修改的時間可能只消十來分鐘，但我們保證的是判斷的正確，符合“內心的確信”、法律的規定。法院的責任在于重新分配當事人的權利義務，它的角色是中立的，不可偏袒，一方當事人不管是被害者還是加害人，應該承擔的需要承擔，不需要的不能強加。主觀臆斷或者有感情傾向都不是一位裁判者應該具有的。

還記得第一次庭審的旁聽，是七位犯罪嫌疑人涉嫌綁架罪。其中年紀最小的初中未畢業，而父親，作為他的辯護人，在法庭上，竟難過得激動地流下了淚，或許是痛苦又心疼的淚吧。看著淚痕印在他那滄桑的臉上，同情之情立馬燃起。他兒子年紀如此的小，肯定是被騙過去的了。然而，當看到法官那義正嚴辭的方臉時，心中警鐘即時敲響，作為法學人員，扶弱之心需有，但追求正義公平更需有一顆中立之心！

這是我第一次看見簡易程序在審理案件中的具體運用。這些案件案情清晰、事實清楚、證據充分、爭議不大，基本與課本的條件要求符合。并且花都區法院也屬基層法院，符合簡易程序的條件。在整個審理過程中，審理時限很短，而且感覺開庭審理只是走下過場，法官對于此案如何判也早有結論。

然而，通過這幾起適用簡易程序的刑事案的審理，我看到雖然審理時限很短，必備的程序卻很完備的，準備工作也是不容疏忽的，而且法院在這方面控制得很好。幾件的案件在同時審理宣判，也大大地節省了法院資源，也提高了工作效率。

在書上學習時，只是抽象地認為，綁架罪就是以勒索財物為目的綁架他人，或者綁架他人作為人質的行為。當然必須考慮的是構成要件。而在實踐中，需做到實際的運用。如以勒索財物為目的，以強制手段違背被害人意志威脅及其他暴力手段來所取財物就是勒索財物了嗎？當然不是。如果只是甲騙取了乙的手機，乙不平，以暴力手段實際控制甲，威脅其返還。這并不構成綁架罪，而為拘禁罪。只有當乙索取超過手機價值以外更多的財物才有可能構成綁架罪。

理論的知識真的需要通過實踐的運用，才可以說是屬于自己的。

在實習過程中，從接觸到的案件中，發現有較多的犯罪嫌疑人都是因缺乏正確的法律意識才導致了犯罪?？磥硪婪ㄖ螄姆结?，法律意識入人心的措施還未貫徹得好，公民的法律意識有待進一步的提高。特別是教育水平對法律意識的影響最大。有很多的犯罪嫌疑人的學歷都是中小學的，還有就是未成年犯罪也越來越成熟，這些問題都不容忽視，需要深入思考。就目前而言，普法宣傳還需進一步地擴大深入。

實習的時間或許不長，但是卻讓我接觸并初步了解到實際的刑事審判工作及其程序，也通過理論與實踐的結合，進一步學習了相關法律知識，鞏固了理論知識。同時也由此看到了自己需要努力的方向。希望能夠抓緊每一次的社會實踐機會，使得學習到的理論在實踐中得到檢驗，全面提升專業能力。

今天是12月4日，是我國X個“國家憲法日”暨第X個全國法制宣傳日。憲法是國家的根本大法，是治國安邦的總章程，具有最高的法律地位、法律權威、法律效力，具有根本性、全局性、穩定性、長期性。1982年12月4日，五屆全國人大五次會議通過了現行的《中華人民共和國憲法》，至今已經X年。

X年來，我國憲法以其至上的法制地位和強大的法制力量，有力保障了人民當家作主，有力促進了改革開放和社會主義現代化建設，有力推動了社會主義法治國家進程，有力促進了人權事業發展，有力維護了國家統一、民族團結、社會穩定，對我國政治、經濟、文化、社會生活產生了極為深刻的影響。

X年來的發展歷程充分證明，我國憲法是符合國情、符合實際、符合時代發展要求的好憲法，是充分體現人民共同意志、充分保障人民民主權利、充分維護人民根本利益的好憲法，是推動國家發展進步、保證人民創造幸福生活、保障中華民族實現偉大復興的好憲法，是我們國家和人民經受住各種困難和風險考驗、始終沿著中國特色社會主義道路前進的根本法制保證。

SecB和LXY開始玩波波攢。SW抬頭看一眼。Told低頭判作業不理會。

SecB開始和LXY打手勢。Told依舊判作業。SW抬頭注視幾秒，指著SecB和LXY小聲喊)

SW: 李笑雨??！

(周圍人開始起哄一齊小聲喊)

Everybody: 李笑雨??！

(Told繼續判卷子。

其他人繼續做卷子，SW做不下去卷子，盯著SecB和LXY，又看看Told，很憤怒的樣貌。)

SW: Teacher， please!

Told: What?

SW: Look what they did!

Told: What did you do? (看著SecB)

(SecB搖頭)

Told: Nothing? Nothing。

Told: OK， time’s up。 Hand in。

(最后一排開始收卷。收完卷后，SW生氣地站起來，指SecB和LXY，然后沒說話跨出門)

(SW回到家里)

SW: Shit! How could this happen? (把書包扔到地上)

(SW趴到床上)

旁白: This is CurtJiang， or SmallWhite， a Junior 3 student。 Someone says he is obstinate， can’t take the changes around him。 Sure he is。 He’d just moved to another class for some reason。 And the things happened there really made him disappointed。

He is now lying in his bed， thinking over the case he saw in that English test。 He is confused， and with this confusion， he fall asleep…

(燈光滅，片刻亮起，SecB和LXY慢步各從兩側走上臺。SW睜開眼睛眨了眨，轉頭看到二人迅速從床上跳起)

SW: Who! Who are you?!

SecB: What， don’t you know us?

SW(慢慢向后退): Why are you here?!

LXY: Because we are here。

SW(停頓一下，然后向前走，繞過床): You cheated， didn’t you? You should be punished， shouldn’t you?

SecB: You’re only right in one thing。 We cheated。

LXY: But we will never be punished。

SW: Yes， you will。 You did something bad， and you shall be guilty。

LXY: No， we’re not。 We have already done this for several times， in all kinds of tests。

SecB: You new guy from here have no right to criticize。

(LXY和SecB慢慢靠攏向臺左側，Told從右側上臺)

Told: You - human beings， always make mistakes， always feel guilty， but always leave things happen。 You always do nothing to deal with facts， because you can only do nothing。

SW: But why didn’t you stop them? You’re a teacher!

Told: Different people have different opinion。 In my opinion， you are a poor boy， because you’re out of hope。

Told， SecB， LXY(齊，逐次聲音變強，向前走逼近，SW向后退): You are a poor boy， without hope – you are a poor boy without hope – you are a poor boy， without hope。

SW: No!-

(SW向后倒在床上，燈光滅，音樂起，SW回到床上躺好。前奏完歌詞開始5句后燈光亮，歌曲到一半時音量漸低最后音樂滅。

SW搖搖頭揉眼睛起床，站起來)

SW: A dream? Just a dream… (下臺)

(投影資料

SW與Told爭論的畫面，音樂起)

旁白: Small White starts to work。 He has found all his hope back， filled his heart with it。 In his mind， the braveness conquered his fear。 He talked with Told， but he said…

(大屏幕)

旁白: So he turned to some others。

(N上臺，坐在辦公桌前辦公。SW入，一邊走一邊說)

SW: Ms Ninkle， would you mind if I take you a moment?

N: Sure。 What’s up?

SW: Look， I really need to talk to you though you don’t teach me anymore。

N: Don’t say that， I’m still your teacher and here to help you。

SW: Alright， thanks。

(聲音快放，SW和N比劃動作)

旁白: Small White told all his experience to his pro-teacher Ms Ninkle。 She’s really sympathetic to Small White and in agreement with him， that they should be punished。

N: I feel so proud of you and your justices。 But you have to know that you can’t lose yourself。 You should face it， and keep your studies as well。

SW: But we don’t see it， just let it be， what if they bee more crazy， do more bad， break the justice…while that is unfair。

N: Confirmed。 Now Student Liu and Li， do you have any disagreements?

SecB: I don’t agree with him。 Because he has no evidence to prove what he said。 Our teacher is with us， he didn’t see anything。 How could you say that you saw the scene?

2021年度，《依法治市辦工作承辦責任狀》中明確了各部門的工作目標和任務，我單位作為依法治市辦的承辦部門，本著依法依規、公正公平、務實高效的原則，認真履行職責，積極推進依法治市工作，取得了一定的成績。現將我單位2021年度的工作情況作一述職報告，與各位領導、同事分享。

一、工作背景

2021年我單位在《依法治市辦工作承辦責任狀》的指導下，按照市政府的工作安排，圍繞實施鄉鎮權力清單、行業部門權力清單和突出民生領域問題治理，開展了一系列的依法治市工作。

二、工作內容

1. 制定依法治市工作計劃

在年初，我單位研究制定了2021年的依法治市工作計劃，明確了具體工作目標和任務，并與相關部門進行了充分溝通，確保了各部門間的協調合作。

2. 推進鄉鎮權力清單清理工作

依據市政府的統一部署，我單位牽頭組織了鄉鎮權力清單清理工作。通過與各鄉鎮的溝通，梳理了各鄉鎮的行政權力清單，并與實際運行中的問題進行了對比，形成了清晰準確的鄉鎮權力清單。

3. 完善行業部門權力清單

為深化行業部門的依法治市工作，我單位耐心細致地與各行業部門進行了溝通，針對行業部門的權力清單進行了梳理和完善。通過制定規范性文件和標準化操作程序，進一步規范了行業部門的行政權力。

4. 解決突出民生領域問題

針對群眾反映強烈的突出民生領域問題，我單位主動與相關部門協調合作，配合推進問題的解決工作。從確保群眾的合法權益出發，積極努力地解決了許多突出問題，取得了良好的社會效果。

三、工作成績

1. 制定鄉鎮權力清單，實現權力落地

經過一年的努力，我單位與各鄉鎮共同制定了鄉鎮權力清單，實現了鄉鎮權力的明確和規范化。鄉鎮在行使權力時更加規范，工作效率得到了明顯提高。同時，也提升了鄉鎮政府的透明度和公信力。

2. 完善行業部門權力清單，促進行業公平競爭

通過與行業部門的深入研究和交流，我單位成功完善了行業部門的權力清單。各行業從業者在辦理相關手續時不再遇到模糊不清的問題，行業間的公平競爭環境進一步優化。

3. 突出民生領域問題得到有效解決

積極解決突出民生領域問題是我單位的重要任務之一。通過與相關部門的緊密合作，我們成功解決了一系列涉及群眾切身利益的問題。例如，改善了居民小區的環境衛生問題，提高了社區的安全防范措施，改善了交通擁堵問題等。群眾的滿意度得到了顯著提升。

四、存在問題和對策

在依法治市工作中，我們也面臨了一些問題和挑戰。其中，權責不清、制度操作不到位、多頭管理等問題需要進一步解決。對此，我們將進一步加強與相關部門的溝通協作，完善制度和規范，加強對權力運行的監督，進一步提升依法治市工作的效果。

五、工作展望

展望未來，我單位將繼續秉持依法、公正、公平、高效的原則，進一步推進依法治市工作。我們將持續完善權力清單，加強與鄉鎮、行業部門的協調合作，解決群眾關注的各種突出問題。同時，我們也將加強自身建設，提升工作的層次和質量，為市政府的依法治市工作做出更大的貢獻。

六、總結

2021年度，我單位在依法治市工作中取得了一定的成績，在鄉鎮權力清單清理、行業部門權力清單完善以及解決突出民生領域問題等方面取得了顯著成果。但也要清醒認識到存在的問題和不足，以及今后的工作展望。我們將進一步加強學習，不斷提高自身工作能力和水平，為依法治市工作做出更大的貢獻。
